can you make a category a GROUP?

If you want to move categories to a new group, it's just a case of creating a new Category Group in Forum Admin and dragging the categories to the new group.

If you want to move single posts it becomes more tedious as they may have to be done individually - which can be a pain in the a$$.

One thing to bear in mind is that it may be quicker to create a new target category and move all the old topics from the old one to the new - useful if you're condensing 2 or more categories into 1. (You can move all posts by trying to delete the old category.)

If you're splitting one category into 2 or more then it's going to be tedious, as it's a case of going through each individually and using the Topic Admin Actions to move the messages. (Having some clued-up mods can help you with this.)

IMO, one of the most basic of admin activities is moving a single post to a new location.  If I am reading your response correctly, as an admin of the site, I cannot move a single post from one category to another?  Is that really the case?

ok, I see I can edit a specific post and the choose to 'move' it to another category then 'save' it.  ok...

Yes, you can only move Topics not individual replies (posts) to a topic. The best workaround is to quote then copy the quoted text and place this in a new post in the second topic. This retains the original post text and gives credit to the poster. You can then add explanatory text and finally delete the old post. Effectively there is no editing allowed of other peoples posts allowed on Lefora. It has been debated a lot but the management are adamant about it.

Personally I have been running a forum here for over three months with 250+ members and never had to edit or move a post. Topics in the wrong category yes but not posts. I have deleted posts at members requests and once or twice when a Troll came visitng but otherwise I've never had the need.

Lefora have recently allowed us to modify the Topic titles, which is useful where typo's have occurred.

Yes, you can move a single post. But if you're moving lots of posts. well, it's tedious, to say the least.
